Creating a new permission to prevent scammers

Recently I have seen many scammers on Telegram so I decide to create a new permission to piss them off. It can only complete one action - tippedtipped::payforcpu. I hate scammers, so if anyone asks your private keys, don't provide them your real ones, provide them with the ones below:
